NCAA to Ban Foreigners?!

Received a text message saying that NCAA Policy Board and Mancom will ban foreigners. The said move was allegedly approved by the NCAA when JRU and SBC's representatives were absent. If this is true, SBC will comply with the new rules and, henceforth, just recruit 6'8 and 7'0 fil-foreigners.
